Those sorts of latencies actually are noticeable! As an example, 6.5ms latency between a virtual instrument and its UI is definitely noticeable. I didn’t think it was. But it is. I promise! It’s not necessarily a reaction-time game-winning thing. It’s a feel. With virtual instruments, my experience is that when you get down to ~3ms you don’t notice the latency anymore… but!, when you go below 3ms, it starts feeling more physically real.
