Every company preferred to buy chips from the US or outsource manufacturing to TSMC. Local semiconductor companies, especially in manufacturing, moved super slowly, even freezing up at times. Then, when the chip ban happened, all local companies were forced to buy and manufacture chips locally. Those struggling semiconductor companies suddenly got all the resources and market overnight.
