When it comes to negotiating with humans, I've already seen Waymos flash their lights at bicyclists and pedestrians to cross.
For other maneuvers, I've been in one that backed out of the crosswalk when it realized it crossed too far.
It's difficult to define what they "can't" do, even in the medium term.
