I am pretty sure that projects Package.json is incorrect. The demo app should be listed in the package targets as an executableTarget. In the Sources folder there should be a sub folder for Demo and for Library. Now when you ask swift package to generate the Xcode project (it should not be in the repo) it will properly organize it all.
