Seems like a false dichotomy, between authoritarianism and Kafkaesque bureaucracy. An effective administration would be thoughtful about things and reorganize rather than simply cut. So they're either being thoughtful and decided something like state sponsored infiltration isn't good to investigate or are being thoughtless.
