The service shutdown that many experienced yesterday was one Tiktok performed voluntarily, presumably in protest of the ban. Tiktok's decision to restore the service was one they could have made at any point after the shutdown, regardless of any statements made by the then-President-Elect. 0: If you don't believe me, uninstall it from your phone and re-download it. ;)
