What I got out of this was two different metrics: One DPI, is a measure of what detail can be displayed on a given display and does not speak to whether a user can actually see it. The other PPD, is a measure of human acuity and speaks to detail that can be seen regardless of distance.

Yes, exactly. Both are useful depending on what question is being asked. Either one will need additional conversion if you ask a different question than the measure was designed to answer.
