Of course whether this is an improvement is a matter of perspective.
If you love the beautiful Sonoran Desert for what it is, you'll see this as another attempt by people who don't understand it to turn it into something else. Palm trees are completely out of place.
You also won't appreciate retaining the flow if you're a downstream water-rights holder, and may have the legal means to reverse it.
