Why would anyone in Greenland believe that they would ever actually get paid? And if they were paid ahead of a vote, why wouldn't they just take the money, vote no, and go on with their lives? The US government has a history of not following through with promises like these, even when they are codified into law or ratified in legally binding treaties.
