  Yep. A proper haircut and shave is worth it. You can't turn-off your looks and people are always looking at other people--especially their faces. For tailoring, it's a pretty rarely needed service that's impossible to do yourself, but it pays dividends for years. It sounds stupidly simple, but if your clothes don't fit you, don't wear them.
