My current area (SF peninsula) they are sticking little circles in intersections that have stop signs already and it's just extra painful but the denizens are such awful citizens that I can almost not blame the city for punitive street design. Almost. Back in Massachusetts and New England in general there are many that work so well. They're larger, and I can't say how much or when the roads were fitted out with them. They do a much better job of regulating flow that I've seen.
