It's a clear sign that your government is failing its responsibilities. The US has done it too. Your government is with a straight face telling you that it doesn't legitimately have enough control over you so it needs to create extra-legal means of having control over you. It's tyranny. There's a reason these acts only can get passed in war time. The population is too busy pissing its pants to realize when it's getting shafted.
