There is the GRITS framework that Google showcased at the IO (https://www.youtube.com/watch?v=Prkyd5n0P7k https://www.youtube.com/watch?v=Prkyd5n0P7k), in this the central server resolves the issue and does game prediction for resolving latency between players.
There is also the P2P data channel being proposed in the WebRTC working group, which will allow sending data packets (there is another API for sending multimedia) between browsers.
