I could be wrong, but I think in peacetime changes in training are I think glacial. The UK for example has a lot of regulations controlling the use of drones during training. They will all have to be undone, which will take a long time, and then you need to start producing vast numbers of drones and get used to using them as munitions - another mass of bureaucracy and years of delay.
