Putin had at least 600k military personnel around the country at the time (200k even if we take into the account that a good part of this number are paperworkers and such). Not to mention all kinds of police, special units etc. This was a political problem for him (using your own military against Prighozhin would at least make him look week or even illegitimate at the time).
