Here in Norway a fire department just spent $20k to chop one foot off their boat[1], as it was over some new limit which required significantly more stringent certification from the operators. The gov't stance was basically that there has to be a limit and if you allow for exceptions then how does one decide what's allowed and what's not. Is one inch above ok? One foot? Three feet? Since in this case there's two parties involved, I guess the law could have been written such that if one is below 18 then it's allowed if the age difference between them is less than say 6 months or something. But from what I can gather Dubai is quite strict with moral laws, so probably not something they would consider appropriate.
