Doesn't Bayesian statistics solve this pretty easily? I have a lot of priors for weird aeronautical and weather phenomenon (e.g., St. Elmo's fire/ball lightning), meteoroids, missiles, balloons, and secret prototype aircraft. I have no priors for technologically advanced alien life.
