I would like to see this go further. Have publicly funded universities develop "enterprise" government software such as DMV or other agencies, completely FOSS, and each year have a public hearing where the CEOs of the private contractors that currently provide this software can explain why, exactly, the FOSS version isn't good enough to replace theirs.
