Thats not true at all, and I have the receipts to prove it. When the Russians shot down KAL007, it was preceeded by numerous phone calls and meetings. Russian pilots cannot fire missiles without remote authorization from central command. The chain of communications is well documented. KAL007 was first radar identified and fighters were scrambled at 16:33. They obtained visual contact at or around 18:05 and reported it to be a potential civilian airliner.
