This is great. I’ve spent some time working with gov teams where this is recommended practice [0]. In many cases though codifying as a requirement is still needed for that recommendation to be followed. This is particularly true for those who have not been part of OSS community before, which is common in public service.
As others have highlighted, public funds should lead to public good and open source is a great way to increase that benefit.
