It's not because of energy concerns -- if you subsidize electricity prices in certain regions where you want industry to be developing faster, you don't want crypto-miners to take advantage of that. The regions are in the North Caucasus (Chechnya, Dagestan, etc.) and the ones that used to be a part of the Ukraine (some people might disagree with the wording). [0]
Also cryptomining is banned in the winter in some parts of Siberia, where the prices are low due to abundance of hydroelectric power and cryptominers are competing with locals for electricity. [0]
