Can confirm. When you buy a car in Japan, the police will come to your residence and measure your parking space and confirm that you have the right to park there. If you buy from a dealer, they can go to your home and meet the police (instead of the buyer having to take a half-day off work or something.)
Note: you don't need to do this with a "light class" (kei) car; the ones with a 660cc engine such as the k-trucks.
