They will build the Aegis, THAAD, and Patriot, and its not a provocation. But let the common person be empowered to do something within their own capabilities on that and now its provocation. Telling how that works. Maybe if bomb shelters were sold and built by one politically connected business, it also wouldn’t be a provocation.
