To me this brings to mind Eliezer's Inadequate Equilibria(https://intelligence.org/equilibriabook/ https://intelligence.org/equilibriabook/ ), which goes on explaining how these non-optimal, but stable situations arise all around us in societies.
Especially the part how everyone can see the inefficiencies, but there is no (easy, non-coordinated) way to fix them.
