Gratifying to see this, I really hope it goes somewhere. Legalese is plain bad writing, needlessly so, and a steady drain on society. Interestingly there's a similar thing in police-speak, where things like "they were driving fast" become "the individual in question was traveling at a high rate of speed." Sort of casts a "magic spell" of seriousness and authority.
