I suspect a greater chance that Cyber Command is folded back into NSA than removal of CISA. CISA may have some internal restructuring, but as a whole it serves civilians directly vs NSA/CyberCommand being focused on D.o.D. clients needs.
Pre 2010 the NSA held all Cyber Command mission. When they started pushing CyberCommand there was a lot of internal strife and concerns. Currently it's lead by a leader in a dual hat role with the NSA, so it doesn't really make sense other than to appease the military services (original goal). We need someone to take lead and cut back all these side projects each service wants. Everyone wants to be special and recreate the wheel, it's a cost sink and a talent sink.
I think the CISA mission is important (Ironically it's leadership came from the same programs that spun out Cyber Command).
