Being curious I tried to read up on EFDS. Apparently an airport such as Edinburgh Airport should be able to function with redundancies and without functioning EFDS ground-based infrastructure.
Vaguely seems like redundancy procedures not being well-exercised, along the lines of unverified backups that are made but never restored with periodic tests.
