Sooner or later with hindsight it should be possible to recognize the stepwise declines over the preceding 5 or 10 years.
Then maybe that could be correlated with changes in average programmer brilliance when it occurred in years previous to then.
In order to calculate a reasonable idea of lag time which I feel is quite uncertain now, and probably not well understood.
