I think with your first paragraph, it means as developers if we have to manage that stuff then we're more likely to make it as simple as possible and avoid any additional complexity to it all. Because managing that stuff sucks. However if you have a dedicated ops team whose jobs depend on the complexity why wouldn't they make it as complex as freaking possible?
