The thing is, you have to start somewhere and then you can go backwards. And putting a price on what people should shoulder for other is the main job of insurance companies. Now you can hope for a state owned one which would have "everyone" chipping in so you should be able to cover more extreme cases. Or you can (and should imo) criticize the algorithms used by the current companies. But you cannot expect society to pay for anything, you have to do some triage.
