Like breaking up a monolithic app into microservices. The pain moves to communications. This cannot be solved by scaling HR. Avoid HR and recruitment people at all costs. Externally hire those if needed and drop them as soon as you can. These people too need to "set and achieve goals" which will grow more and more pointless each passing quarter.
