Anonymity is huge. Without consequences, people have no problem being nasty. But the freedom to do as we please is a big issue too. Sure, there are limits, but it usually comes down to what's against the country's laws. Human interaction has unspoken rules that aren't against the law, like yelling at people. It's not against the law, but no one will tolerate someone who constantly does it. Even once is a no-go for most.
We have defined human interaction laws IRL, which we call courtesy. We need to figure out how to define those for social networks and find a way to enforce them. That would go a long way to make a social network better.
