Because every Tom, Dick, and Harry has an opinion and the whole thing would have turned into a social media circus and nobody would be happy with the result, regardless of what was decided. If NASA doesn't have the best engineers involved in identifying and resolving this issue, then that's the root cause of any future problems. If NASA engineers came forward and said they felt pressured by NASA management and leadership to resolve this issue in a particular way, then that would be a problem. But this article isn't claiming any of that.
