Google Play device orders can't even be cancelled by the purchaser. Not even within 5 minutes of placing the order. The reason I had to cancel it was because they declined my card which I'd been using forever through Google Wallet. Furthermore, they give no reason for the decline (which turned out to be that AmEx needed to authorize the purchase.) I had to do a phone call with them to get it cancelled. Worst purchasing experience ever!!
