Taking out a tank requires a team of trained operators with multiple attack drones, reconnaissance drones (possibly deployed by a separate team), usually a minefield, and constant innovation to overcome electronic warfare and new types of improvised armor. All of this would be difficult to accomplish in a civilian context, especially under adversarial conditions. Even if you think that this can somehow be circumvented with improvements in drone technology, think about who has an easier time using it - the state or would-be assassins.
