I wouldn't dismiss the responsibility of culture in the JS dependency problem. I agree with a few points in the article but much of these dependencies aren't needed, they are preferred and importing is normalized. Left-pad wasn't a problem because of browser constraints, it was a problem because of culture and to some extent discipline.
