When I worked for a drug company everything had to be documented and proceduralised. Because if you ask the FDA if you can sell your pills to the public they will ask how you know they're safe. And if you keep asking enough why's you get down to whether you can trust the output of computers. So every computer's build process and software stack has to be to documented and approved procedure so that you have a wad of paper to show them, when they ask that 'why'.
It seems reasonable that if you're asking to send someone to jail based on the output of a computer you should be able to ask for reasonable proof that the output is correct.
