No, it mentioned carbon dioxide production when bogs are drained because that relates to a key property of bogs- they are anerobic environments. Carbon dioxide is not produced because there is insufficient oxygen dissolved in the water, so carbon doesn't oxidize (and things don't decompose quickly, like the bog people that have been found from hundreds of years ago).
