QA is the responsibility of everyone. The department you know as QA, are merely the team dedicated full time to cause of trying to provide and augment everyone's capability to manage their contribution to the overall Quality equation. If you ask me, and you did. There should be a CQO. Monst places do not have Quality Assurance represented at a top level, capable of slugging it out with the other C levels. Most often, they tend to be subordinated to an engineering org under a CTO, or under Operations, under a COO. The work is generally accounting-wise, not capitalizable. So it's absolutely, ruthlessly minimized as a cost minimization exercise despite the fact that the more your QA group can help everyone integrate, the more savings you can realize through constraining how waste can get introduced into the system.
The day-to-day work of testing, and making sure things work, however, is not something that should just be yeeted to a group of people you call QA, and then just minimally populat at an insultingly low ratio compared to injection points for chaos to be constrained.
