There is a lot of resistance to change in the UK. So many businesses and public sector jobs depend on legacy processes that can be automated away, but are not. There are many reasons for this, the main being older generations tend to take up senior positions and have yet to grasp the full potential of the tech. This particularly applies to private indistry. For the public sector the goverment is so intertwined with them that they are too scared to rock the boat and loose votes or risk strikes so they ignore the elephant in the room. Finally, I would say the British culture is one of skepticism, bordering on cynicism we don't like to see winners win, like the US. There is virtue in being above competition and we secretley sneer at people who want to strive for better, so it doesn't surprise that some people would instantly dismiss the potential of AI if a colleague suggested it to them.
