There is a visible serial number on the ballot pad stubs, though not on the ballot (Nassau Co. NY). Each Assembly District and Election District gets a stack of shrink wrapped ballots (groups of 50 for serial number from 1-750, iirc). I’ve worked as a poll worker for the last 12 years. (I suppose I should know the exact numbers, but there’s a lot to do and it’s not a critical detail for the work if its stacks of 50 or 100; 1-750 or 1-someother number up to the size of the ED).
