People can be more sensitive than it seems and unsolicited feedback isn't always welcome. My company is big on feedback, so we're expected to give peers and managers feedback. I never fill the "constructive feedback" part of the form, or I just put something harmless. We also have anonymous evaluation forms. If something is wrong with manager or leadership, it'll show there.
