Testing Waters with SaaS Idea

I have a vision and have been working on it for a few weeks. I want there to be a standardized incident reporting app/website that people can use to report incidents in their neighborhood/surroundings. It only notifies someone if they're likely to be impacted. Also thinking of adding an evacuation module that can help people navigate and get to a safe place if needed. I think this could be sold to offices, apartments, schools, and hotels as a way to protect their residents and employees. What do y'all think? I appreciate all the feedback
