I actually couldn't begin to guess. The only thing I have to go on is, I think the administration is angling to do a sort of bust-out rather than enrich anybody, even those 'on their side'. If that's so, then much like with the FDA, there'll be some funny choices that lead to alarming outcomes. I just don't know whether that would mean more h1b and ghost jobs, or less.
