One of my children is affected by a similar change. The number of foreign students grew to such a number that the admission threshold for locals exceeded the best possible grade (ie. my child would need perfect grades plus bonus points). What puzzles me is that very few people understand the motivation for the change. The minister stated before the reform that the goal would be ease the painfully high admission threshold, and even so, when the reformed rules were published most people assumed that the real goal was to keep foreigners out.
