Trump likes to deal - more than any recent POTUS /politician. He likea to "pivot"- again more than any recent resident of The WH. He has an ends in mind, promising big tarrifs to get that is part of his process. Note: I'm not defending his process, only mentioning/reminding it's not status quo POTUS.
