There are multiple approaches to easily making basic single-sided PCBs at home, but the rest is hard: Multi-layer PCBs, vias, through-hole plating, solder mask... Those are all things that even hobbyists need, but generally require annoying chemicals and multiple manual stages. All these things have been done by hobbyists before, but I suppose doing all of this for a single PCB just isn't attractive.
