Where I live in Europe there is plenty of shelter available for homeless people.
But they often don't want to go there because of their substance abuse issues as there's typically a zero-tolerance policy for drugs and alcohol.
- xvedejas 2y agoI don't mean temporary shelter. But I agree there is a subset of the homeless population that have more problems than just homelessness. It may be impossible to solve their homelessness without solving other problems first.
