It is very nice, but won't save the web. What army of devs will write a lean web engine in C99+, a _real life_ one, dodging all the efforts of google and apple to make their engine(blink/geeko/webkit) incompatible with it, and look at what is required to build those engines (c+++++7489327438974928 and no, rust has the same syntax complexity issue than c++ and similar). And the size of the task is daunting (very convenient for google and apple...).
The current and only way out is aggressive regulation with noscript/basic (x)html for "utility/critical" services.
That said, I was thinking about an event driven threaded "javascript based engine" with a pixel window (something hardcoded to some overkill RGB 12bits per components), but we would need very "basic" OS service interfaces: audio/network/storage, 2D blits with color space conversions, video decoding acceleration (and probably 3D).
Nobody will agree on a stable and lean set of interfaces, the incentive of planned obsolescence will be way too strong.
