Lots of information relevant to how you arrived in your situation, but not relevant to solving the problem of finding a safe place to live.
In your situation I would start with a long-stay hotel. Join their loyalty program, get long-term rates. Settle into the new job, save money so you can move to an apartment. If you have a bad rental history or prior eviction expect to pay more in deposits and advance rent. Work with a property management firm that specializes in placing people with bad rental history or poor credit. Then start saving for a house. Going straight to thinking about how to buy a house seems like getting ahead of your means.
Moving abroad another option but maybe not possible with a government job. Depending on where you might want to go you have to obtain a long-stay visa, which usually means some financial disclosure and maybe a background check.
